From project initiation to final handover, QACA structures every project through five disciplined stages.
We mobilise and establish the formal project foundation: governance, authority, documentation systems and stakeholder alignment before any design commences.
Appointment & Mobilisation
- Review PMC scope of services and letter of appointment

Project Initiation Report
- Prepare PIR capturing scope, objectives & constraints
- Establish project authority matrix and escalation protocol

Stakeholder Mapping & Kick‑Off

- Activate Risk, Issues, Action, Decision & Drawing registers
- Organise Kick‑Off Meeting; issue minutes & Master Programme (L1)
We manage the full design process, build the project management framework and lead procurement, ensuring design is ready to construct, approved and on baseline.
Design & Programme
- Coordinate Architect, Structural, MEP & specialist Consultants
- Manage design review, comment register and approval cycles
- Prepare Level 1–3 Master Programme; establish baseline
Cost & Procurement
- Develop cost plan aligned to design stages
- Prepare tender documents, NIT and pre‑qualification criteria
- Lead GC tender process; prepare bid evaluation report
Plans & Contract Strategy
- Issue Quality Management Plan, Risk Register, HSE & BIM Plans
- Prepare WBS; define scope change management procedure
- Recommend contract form (FIDIC / NEC / bespoke) & key terms
We act as the Client's eyes and authority on site, directing the GC, overseeing quality and safety, and protecting the Client's interests throughout construction.
Site & Programme Control
- Issue site instructions directly to GC; chair weekly meetings
- Monitor progress against baseline; issue delay notices
- Prepare programme recovery plans and report to Client
Design‑Construction Interface
- Coordinate resolution of design queries (RFIs) with Consultants
- Manage design change impact on schedule and cost
- Track drawing issue register for current GC drawings
Quality & HSE
- Oversee ITPs; witness inspections and material approvals
- Issue Non‑Conformance Reports (NCRs) and track closure
- Conduct HSE audits; manage incident investigation
We continuously track project performance against the baseline (cost, time, quality and risk) and take corrective action to protect the Client's interests.
Progress & Cost Control
- Weekly progress measurement; Earned Value Analysis (SPI)
- Monthly cost report: actual vs. approved budget, FAC
- Review and certify GC Interim Payment Certificates
Change & Risk Management
- Evaluate Variation Orders; maintain Variation Register
- Monthly Risk Register update with probability & impact
- Escalate high‑impact risks with recommendations
Quality & MIS Reporting
- Monthly quality audits; track outstanding NCR closure
- Compile Weekly Progress Reports to Client
- Monthly MIS Dashboard: cost, time, quality, risk, HSE

Snagging & Completion
- Prepare and manage Snagging / Punch List with GC
- Set deadlines for defect rectification
- Manage issuance of Certificate of Practical Completion
Handover & Documentation
- Coordinate formal handover to Client / Facility Manager
- Compile Operation & Maintenance (O&M) Manuals
- Review As‑Built drawings & BIM As‑Built Record Model
Financial Closure
- Negotiate and agree Final Account with GC
- Process Final Payment Certificate on agreement
- Release retention per contract & defect liability period
